Not by reducing the amount of CO2 in the atmosphere, but by painting roofs white, thus reducing the amount of heat that gets trapped by darker roofs and reflecting it back into space. He also says we should have lighter colored streets, i.e. less heat absorbing asphalt. These steps would help reduce something called the urban heat island effect, or UHI.

Materials commonly used in urban areas, such as concrete and asphalt, have significantly different thermal bulk properties (including heat capacity and thermal conductivity) and surface radiative properties (albedo and emissivity) than the surrounding rural areas. This causes a change in the energy balance of the urban area, often leading to higher temperatures than surrounding rural areas. The energy balance is also affected by the lack of vegetation in urban areas, which inhibits cooling by evapotranspiration.

Myself, and many critics of the alarmist global warming practitioners have long been critical of the recorded temperature rise of the last century, postulating that much of the temperature rise seen, especially during the last part of the twentieth century, may be due to the increase of the placement and reliance of temp sensors placed in UHI affected big cities, and less on the effects of extra CO2 in the atmosphere. Yet, I thought I read some where that the UHI effect on temperature was minimal at best…. oh yeah, here it is, on RealClimate, the mouthpiece for the doom and gloom alarmist sect of the global warming crowd.

A paper by Peterson (2003)… published in the Journal of Climate finds that the effects of the urban heat island may have been overstated and that “Contrary to generally accepted wisdom, no statistically significant impact of urbanization could be found in annual temperatures.”.

And then there’s this, from the fine folks who want to tell you How To Talk To A Climate Skeptic:

Urban Heat Island Effect has been examined quite thoroughly and simply found to have a negligible effect on temperature trends.

So, all you alarmists, tell me this. How can UHI have a negligible effect on temperature trends over the last century on the one hand, yet be able to reduce the effects of auto emissions caused global warming by eleven years?

Now is the part where I add my redundant PS. I say this every time I write something like this – it’s not that I don’t think CO2 has no effect on climate, it’s just way over projected.

PPS. I still say that if you want to reduce carbon dioxide in the atmosphere in short order, we simply need to get rid of these! Catalytic Converters, among other things, converts carbon monoxide produced in internal combustion engines to the evil carbon dioxide gas. How much less CO2 would be emitted if we got rid of those pesky things on our cars? And because the honeycomb structure is pretty fragile, they’re incredibly easy to disable, at very minimal cost to the consumer in this weak economy. So guys, do your duty to help fight CO2 caused global warming, get out your hammers and start punching away at those evil converters. The world will thank you for it!

So, Obama’s Global Warming spokesman Energy Secretary Steven Chu has a plan that will help reduce the rate of global warming at the same rate that we could if we turned off all the cars IN THE WORLD for eleven years.
