Folks, this is fraud to call this budget cuts! Here is how they got $5 billion of the $39 billion dollars worth of cuts in the Federal budget this last week-end.<\/p>\n<blockquote><p>&#8230;the cuts that actually will make it into law are far tamer, including cuts to earmarks, unspent census money, leftover federal construction funding, and\u00a0<strong>$2.5 billion from the most recent renewal of highway programs that can&#8217;t be spent because of restrictions set by other legislation<\/strong>. Another\u00a0<strong>$3.5 billion comes from unused spending authority from a program providing health care to children of lower-income families&#8230;.<\/strong><\/p><\/blockquote>\n<p>OK. there&#8217;s five billion that wasn&#8217;t going to be spent anyway, though congress would have grabbed the money and spent it on something else&#8230; So&#8230;. That&#8217;s progress&#8230; Sort of&#8230;<\/p>\n<p>Then it gets much, much worse.<\/p>\n<blockquote><p>About <strong>$10 billion of the cuts comes from targeting appropriations accounts previously used by lawmakers for so-called earmarks,<\/strong> those pet projects like highways, water projects, community development grants and new equipment for police and fire departments. <strong>Republicans had already engineered a ban on earmarks when taking back the House this year.<\/strong><\/p><\/blockquote>\n<p>So that portion was already cut before Boehner, Reid, and Obama walked into the room. The Republicans have crowed about those cuts in a previous budget statement. So they get to count that cut twice?<\/p>\n<blockquote><p>Republicans also claimed <strong>$5 billion in savings by capping payments from a fund awarding compensation to crime victims<\/strong>. Under an arcane bookkeeping rule &#8211; used for years by appropriators &#8211; <strong>placing a cap on spending from the Justice Department crime victims fund allows lawmakers to claim the entire contents of the fund as budget savings. The savings are awarded year after year. <\/strong><\/p><\/blockquote>\n<p>Sigh!<\/p>\n<p>Those of you who live in California recognize these cuts as what they are &#8211; Accounting Gimmicks!!!! \u00a0We recognize them because it&#8217;s exact same way that CA has been faking a balanced budget year after year in the once golden state for the last five years.
